The Construction Manager is an experienced and recognized technical expert in the Design, Construction, Safety, Verification and Startup of facilities. The principal role is to provide expertise during the execution of assigned cell and gene therapy capital construction project. They will develop and implement a project-specific construction approach in alignment with J&J global and regional construction management strategies. They will facilitate safe building design and construction while protecting contractors who construct our facilities. The diversity and complexity of facilities requires knowledge and technical specialization to recognize and control risks posed by all construction activities and related works in the construction and renovation of manufacturing sites, warehouses, office buildings and laboratories.

The Construction Manager must work with leaders in all parts of our business and in all cultures to implement effective solutions. They must follow a consistent, scalable and harmonized approach across the enterprise to improve efficiency and effectiveness in diverse cultures and regions. In pursuit of this vision, they will collaborate with the Project Team on implementing appropriate contracting strategies and associated contracts and in identification of regional vendor expertise to execute construction. They will support the Project Team in making most prudent execution and contracting decisions during:

Contract development in alignment with Legal, Risk Management and Procurement expertise; construction safety, constructability, owner/contractor negotiations, change orders, schedule adherence and contingency utilization.


roles and responsibilities

  • Front End Loading – build on existing FEL practices while identifying and focusing on key practices within FEL that drive best results.

  • Qualification Construction Partners - Effectively engage with Project Leaders, CCFS, EHS, Construction Safety to select the appropriate external partners for construction in our various regions of project execution.

  • Policies & procedures – Understand, deploy and offer improvements to policies, procedures and programs crafted to promote FEL, vendor selection, construction labor, safety, constructability, quality construction and on time performance as well as ensure compliance with applicable global and local laws. Work with management and project teams to evaluate and to implement policy conformance.

  • Goals and Reporting - Track goals and targets for Construction Management deployment including reporting frequency and KPI’s.

  • Reviews/Assessments – Regularly conduct assessments and reviews in close collaboration with Project Team. Discuss positive observations, areas for improvement and lead the development of required action plans. Partner with Construction Safety to conduct similar assessments and reviews focused on the safety of project.

  • Demonstrates a proven track record of safe & efficient project delivery along with excellent leadership, interpersonal and communication skills.

  • Continuous Improvement – Ensure Construction Management records and leverages lessons learned and key findings adoption.

  • Communication- Develop Construction Management related communications for the project. Participate and present in management meetings, project meetings and staff meetings. Collaborate across all functional areas within project to provide technical solutions on cost effective strategies in the Construction Management area.


how to succeed

Education:

  • University/Bachelor’s or equivalent degree is required. Science, Engineering, Architecture or related Construction Management field/degree is a strong desire. 


Experience and Skills:

Required: 

  • A minimum of eight to ten (8-10) years of related work experience. 

  • Progressive experience in Construction Management.

  • Demonstrated knowledge and experience identifying, mitigating and controlling the broad spectrum of risks in capital construction projects, including contract understanding and enforcement.

  • Interactions with construction labor force and related field activities in enforcement of contract terms and conditions.

  • Construction safety and sub-contractor responsibilities to handle risk, drive cost, schedule, quality and safety expectations.


Preferred:

  • FPX or PMP Certified

  • Experience tracking technology and industry trends


Other:

  • Significant experience leading construction professionals in project collaborative relationships (indirect/dotted-line reporting). Experience controlling a comprehensive array of construction risks.

  • Strong communicator & influencer who is credible, self-assured and highly capable of negotiating successful outcomes with key business leaders.

  • Ability to lead multiple demands simultaneously and to collaborate in a team-oriented environment.

  • Highly developed interpersonal and cross-cultural skills are required to partner well with associates at all levels and functions across our global enterprise. 

  • Strong written and oral English communication skills are required. 

  • Fluent in Dutch & English.

  • Excellent proven Construction Project Management skills, including the capability to lead and influence teams, produce and maintain project schedules and budgets, create dashboards and track metrics, and assemble project information into clearly written reports that document findings & recommendations and communicate progress.
